This is an original vintage interior illustration by Summers illustrating the story by Vance Simonds that appeared in Fantastic Stories of the Imagination magazine, published by Ziff-Davis, August issue 1963.  Hand-drawn in pen-and-ink on heavy paper, 7" x 9" and caries the title of the story bottom with publication date saying July 1963 - but was published August. It's a delightful image of a judge - whence the "red tape".
