This is the original cover illustration for the historical romance by Julie Fitzgerald,  published by HarperCollins, 1990. (I show the cover for reference) A lovely portrait in all respects, hand-painted in gouache and acrylic on illustration board, approx 16" x 11"  and comes with a label attesting to its authenticity signed by Pether's widow, mounted to the back.
