This is the original cover illustration for the alternate history anthology published by Tor Books,1977 and edited by Mike Resnick. (see published cover for reference only) The anthology contains 20 short stories, with each story by a different author, and presents a scenario where an individual becomes a tyrant or dictator in a way that did not occur in real life.....and Barclay had fun putting together an amalgam depiction of what such a tryrant might look like!   Hand-painted in acrylic on board 19" x 12" double matted to 22" x 15" and signed by Shaw bottom right in logo initials.  Great, colorful painting that is perfect for our times - with global significance!
